European Social Partners’ Framework Agreement on Inclusive Labour Markets
The Framework Agreement on Inclusive Labour Markets was negotiated by the European Social Partners – ETUC, BUSINESSEUROPE, UEAPME, CEEP and EUROCADRES – in the interests of both the actors on the labour market.
The employers’ group brought principal messages of business and employers into the document, namely:
- A complex approach to the resolution of the labour markets inclusivity issue;
- Shared responsibility of all actors;
- Focus on all workers and their transfers on the labour market;
- Conditions for job creation;
- The role of education and new skills and their better matching with the labour market needs.
The document offers concrete recommendations on the analysis of reference basis and main factors influencing the labour markets inclusivity. The agreement approaches the issue of inclusivity of the labour market in Europe in a complex and comprehensive way not only in the light of the current economic difficulties, but also in a long-term perspective within the changing conditions in the world of work.
