Czech government lacks concept in construction area - experts

The Czech government fell behind its pre-election statements in the area of construction, lacking mainly a comprehensive concept especially for the transport infrastructure construction, most experts approached by CTK agreed.
 

The passing of an amendment to the construction law, which should speed up the planning permission process, is considered a mildly positive step, experts said.

The Association of Building Entrepreneurs president Vaclav Matyas said that the association's evaluation will definitely not be positive as the government programme statements were not fulfilled in many cases.
 

The government did not keep its resolutions in the construction area, Ladislav Mincic of the Chamber of Commerce said. Proposed amendment to the EIA law does not offer a solution to a number of domestic conceptual problems, he stated. On the other hand, Mincic praised the new law on public procurement.

The construction sector still registers the same issues, such as bad transport infrastructure including the absence of high-speed rail and long stagnant project preparation, CSOB analyst Petr Dufek said.
"There is money but not much to build," Dufek said, adding that it is the evaluation for this and the previous six years.
 

Bohuslav Cizek of the Confederation of Industry said that no significant change can be registered in the results of the construction production and public procurement in construction. He considers the construction law amendment positive, however, the confederation recommends drafting a new bill. The current cabinet has merely put down fires created by the lax and short-sighted attitude of this and previous governments, Cyrrus company analyst Lukas Kovanda said. "It is also why construction remains basically the weakest important link of the Czech economy," he added.

The government has done a lot of work in the area of development and construction, according to the Association of Developers' head Tomas Kaderabek. It is crucial that there has been a shift in the way of thinking of politicians and self-rule authorities representatives whose main idea is no longer to stop any development, he added.

Most Czech political parties support getting rid of bureaucracy and administrative burden within the large construction projects permission process in their respective programmes before the October 20-21 general election, they told CTK.
 

Political parties consider transport infrastructure outdated and their priority is the motorway network completion and high-speed rail construction.
